You are so correct that a rotational javelin adds a true element of danger to any crowd owing to errant tnrows. And, a cage-less rotational shot put could do the same as with a discus, but much worse with a jav or a hammer.
When side-armed baseball pitchers started dipping below parallel to the ground or some position to that effect, it is deemed thrown underhanded and is an illegal pitch. And, who was it Bill Veeck (???) who once played a midget with about a 4" strike zone so he could earn a walk, then be replaced by a pinch runner at first. Baseball took it out.
My bigger point is about the creeping effects ALWAYS prevalent in sports across all of its multiple dimensions, that any substantive change should be carefully considered. If not, someone soon is going to line up for the 100 meter dash with a blower on his back.
