When reading an old issue of T & F News, early 1985 they mentioned the breaking of the French heavy weight record 15kgs (33lbs). It would have been indoor as it was that time of the year.
I was surprised as I had taken it for granted that heavy weight was a US thing. Know that 56lber was once an Olympic event, but that was long ago.
I remember that Peter Farmer used to carry around something like a 28lber on a slightly longer length than 16 inches and have since read that it might have been German. Makes sense as he did a lot of training there.

I have not heard of a 15kg French weight, but I have heard of the German weight. It is 12.5kg, and 50cm long. Heinz Weis holds the WB at 34.01, and the AB is 27.92 by Peter Farmer. I also know Dawn Ellerbe threw this 19.96 in Christian Erb's thrower's meet. Also in that meet, Lance Deal threw the #56 weight 16.38meters, surpassing the then AR of 15.15 by George Frenn. The #56 weight is still an official USATF event, but I don't know if this performance has been ratified as the official AR.
The Irish still contest multiple styles of #56 weight events, including one pud-style toss from between the legs.

Americans are not the only ones that throw heavy and short. There is all sorts of data about the Russians throwing stuff that is heavy and short. I think the main criticism against the weight is that it is too short, so it makes it hard to throw correctly (like a hammer).
I also would not assume that they were throwing this inside. I believe the Europeans who do throw this kind of thing do so outdoors.
